Summary

As an Administrative Officer assigned to the Human Resources Strategic Business Unit, responsibilities for administrative functions would include human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of a medical facility. Acting as the liaison between the Chief and subordinates, Chiefs of other services and other VISN and VHA facilities.

Duties

Duties include:
  • Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.
  • Develops information papers and correspondence on wide variety of administrative functions.
  • Reviews and evaluates completed staff actions.
  • Assists the HR Specialist (Recruitment and Placement) and SSBP in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.
  • Implements administrative policies and procedures for facility-wide areas of responsibility.
  • Reviews contracts and makes recommendation to management for continuing the need for contract services.
  • Serves as the Contracting Officers Representative (COR) for all SBU contracts as it pertains to the facility.
  • Performs the duties of Automatic Database Processing Coordinator (ADPAC) for the SBU.
  • Manages the overall supply needs, services, material movement, and real property for the medical facility.
  • Exercises human resources responsibility by initiating requests for recruitment and interviewing and selecting employees.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Full-time, Monday - Friday, 8:00 am - 4:30 pm (CST), subject to change based on the needs of the facility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-09 position you must have served 52 weeks at the GS-07.
  • For a GS-11 position you must have served 52 weeks at the GS-09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. To qualify at the GS-09 level, you must meet one of the following:

GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Provides a wide variety of administrative support, including establishing and tracking processes and procedures;
  • Compiling information and preparing administrative reports for briefings;
  • Experience using office automation programs such as Microsoft Word, Excel, PowerPoint and SharePoint;
  • Coordinating with management to control purchasing and use of supplies;
  • Developing and updating policies pertaining to the administrative and operational activities;
  • Knowledge and experience with HR processes, practices and policies;
  • Reviews, analyzes and interpret incoming requests, and recommends appropriate action. ~OR~

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or LL.B or J.D., related to this position. ~OR~

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of progressively higher-level graduate education may be used to qualify.

To qualify at the GS-11 level, you must meet one of the following:

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Coordinating and monitoring the functions of administrative services utilizing various systems such as VATAS, HR Smart and USAStaffing;
  • Performing human resources functions to help support organizational operations;
  • Accurately preparing timecards for submission and processing as well as tracking overtime expenditures;
  • Managing budget activities;
  • Assisting with contracting functions and managing procurement;
  • Developing methods and tools to evaluate program activities and effectiveness. ~OR~
